Cambodia inaugurated a $1.2 million monument Friday honoring its late King Norodom Sihanouk, who led the struggle for independence but whose political maneuvering helped plunge the country into genocidal rule by the communist Khmer Rouge.
Le président américain, déjà regretté au sommet de l'Asie-Pacifique qui vient de s'achever sur l'île indonésienne de Bali, manquera à nombre de pays participant au sommet annuel de l'Asean (Association des nations d'Asie du Sud-Est), qui s'élargira jeudi à un sommet de l'Asie de l'Est (EAS).
Les petits pays qui s'opposent aux prétentions maritimes et territoriales de Pékin, comme le Vietnam ou les Philippines, comptent sur les Etats-Unis pour contrecarrer la toute-puissance du géant chinois.
M. Obama, retenu par la crise budgétaire chez lui, a annulé in extremis l'importante tournée qu'il devait effectuer dans la région. Le secrétaire d'Etat John Kerry le remplacera mais c'est un pis-aller pour nombre d'alliés dans la région.
"Je suis certain que mon absence ne dérange pas les Chinois", a ironisé M. Obama, mardi lors d'une conférence de presse à Washington, assurant cependant que l'annulation de sa tournée ne provoquera pas de "dégâts durables".
"A court terme, cela affaiblit Obama... tandis que les dirigeants chinois font figure de leaders d'une future super-puissance", estime Ian Storey de l'Institut de Singapour pour les études sur l'Asie du Sud-Est.
Dans le sultanat de Brunei, M. Obama ne pourra pas peser de tout son poids pour pousser la Chine à accepter un code de bonne conduite en mer de Chine méridionale, censé prévenir la détérioration des conflits territoriaux.
L'Asean discute depuis dix ans avec Pékin de ce code mais la Chine préfère les négociations bilatérales où, selon ses détracteurs, elle peut bénéficier à plein de tout son poids de géant asiatique.
Pékin revendique quasiment toute la mer de Chine méridionale, carrefour de routes maritimes vitales pour le commerce mondial, et réserve potentielle d'hydrocarbures.
Lors d'un discours historique devant le Parlement indonésien la semaine dernière, Xi Jinping a promis une résolution "pacifique" des différends et de "travailler de concert afin de forger des liens plus serrés entre la Chine et l'Asean".
Mais cela pourrait n'être qu'une tactique visant à gagner du temps, pendant que la Chine renforce encore son arsenal militaire, soulignent des observateurs.
Lundi, le vice-ministre chinois des Affaires étrangères, Liu Zhenmin, a une nouvelle fois accusé "l'implication de pays étrangers" de "ne pas faciliter l'édification d'un consensus".
L'Asean, qui regroupe dix pays d'Asie du Sud-Est, est sur ce sujet tiraillée entre le Cambodge, fidèle allié de la Chine, et les Philippines, le Vietnam, la Malaisie et Brunei, qui ont de vifs différends territoriaux maritimes avec Pékin.
Quand le sommet s'élargira jeudi à l'Asie de l'Est plus les USA, un autre différend viendra s'ajouter: celui opposant Pékin à Tokyo en mer de Chine orientale cette fois, où la Chine revendique un petit archipel désert administré par le Japon sous le nom de Senkaku (Diaoyu pour Pékin).
Le président Xi a échangé une poignée de main furtive avec le Premier ministre japonais Shinzo Abe au sommet de l'Asie-Pacifique à Bali. Et au Brunei, aucun entretien bilatéral n'est programmé entre le Premier ministre chinois Li Keqiang, qui représentera Pékin, et M. Abe.
Le sommet de l'Asean doit également être l'occasion de faire progresser l'idée d'un marché commun de l'Asie du Sud-Est, qui regrouperait 600 millions d'habitants. L'ambition est de l'atteindre en 2015 mais beaucoup doutent que cela soit possible.
"Avec deux ans devant nous, nous faisons encore face à des défis dans la mise en oeuvre de notre feuille de route", a reconnu de manière diplomatique le sultan du Brunei, Hassanal Bolkiah, en ouvrant le sommet.

The Mekong has burst its banks in several places, forcing tens of thousands of people to higher ground.
“We are short of food and facing difficulties moving around. It is better for those who have boats but I do not have one so I have to walk through the water every time I need to go anywhere,” said one man.
The capital Phnom Penh is not being spared. Around 25,000 hectares of rice paddies have been destroyed, and it is a similar story in neighbouring Vietnam, which has been hit by Typhoon Wutip, Laos, and Thailand.
While Wutip has been downgraded to a tropical storm it does not make it any less deadly or damaging for Laos and Cambodia, where water levels are still rising.

PHNOM PENH, Sept. 28 (Xinhua) -- The opposition Cambodia National Rescue Party (CNRP) on Saturday announced that it would launch a mass protest on Oct. 23 in order to submit a petition to the United Nations.
"A mass protest will be held on Oct.23 from 3:00-6:00 p.m. at the
Freedom Park (in Phnom Penh) in order to submit a petition to the United
Nations and signatory countries of the Paris Accord through the United
Nations High Commissioner for Human Rights Office to Cambodia," the CNRP
said in a statement.
The statement said that prior to the mass demonstration, the CNRP would organize a public congress at the Freedom Park on Oct. 6 in order to decide the party's stance.
The Cambodian parliament, formed by the ruling party's 68 lawmakers, on Tuesday voted for the formation of a new government under the leadership of Prime Minister Hun Sen even though the opposition's 55 legislators boycotted the session since it refused to accept the results of the July 28 election.
CNRP leader Sam Rainsy announced Wednesday that his party did not recognize the Hun Sen-led government, claiming that the newly- formed government was a violation of the constitution.
He warned to call a nationwide general strike for factory workers, civil servants and shopkeepers if the ruling party did not agree to an independent poll probe committee to look into alleged electoral fraud.
Also, he called on the international community to condemn the government and urged big foreign companies not to sign any agreements with Cambodia.
However, Hun Sen defended that his government was "legitimate" since the nation's King Norodom Sihamoni had given his endorsement. "This government is a legitimate government, which was born from the election and was endorsed by the king," the prime minister said during the first cabinet meeting on Wednesday.

least 30 people have died in Cambodia after two weeks of floods caused
by heavy rains and the Mekong River overflowing its banks, officials
say.
“Every country that undergoes a transition to democracy faces a moment when the rules must change. Cambodia is facing such a moment now,” said the Special Rapporteur on the situation of human rights in the country, Surya P. Subedi.
On Sunday, the Cambodian National Assembly opened with the presence of only one party. However, Mr. Subedi argued that the Assembly should be represented by the two key parties, as the widely disputed election results indicate that “roughly half of the population voted for one party and half for the other.”
“It is critical for the new National Assembly to be represented by the two key parties, for the National Assembly to be truly representative of the whole of the Cambodian people and for it to be concluded that the right to vote was effectively exercised on 28 July,” he said.
Mr. Subedi urged that dialogue continue at an appropriate decision-making level, with a view to resolving the current impasse without further delay. He also reiterated his call for calm and restraint.
The Special Rapporteur noted the general restraint exercised by the Cambodian authorities in the use of force in the past weeks, but said he was “gravely concerned” by what he described as “indiscriminate and excessive use of force” in several recent incidents, and urged authorities to allow future demonstrations to proceed without undue restrictions.
“I continue to believe that the leaders of Cambodia can still, even at this late stage, make this election a milestone in the journey to making Cambodia a just, equitable, and free society,” Mr. Subedi said. “It is my sincere hope that in the process, the situation will be resolved without further loss of life, and that the will of the people will be reflected in the new governance structure that will lead the country on its path to a true democracy.”
Mr. Subedi today presented his fifth report to the Geneva-based UN Human Rights Council, which includes recommendations to the Government. “My reports on judicial, parliamentary and electoral reform can serve as guidelines to parliamentarians from both political parties as the country takes the road towards a fuller liberal democracy underpinned by sustainable peace and equitable economic development,” he added.
Independent experts or special rapporteurs are appointed by the Council to examine and report back, in an unpaid capacity, on specific human rights themes.

Central and southern Vietnam have been hit by bad weather since early last week, inundating fields and villages, with 24 dead and six missing, according to a 10-day update from the country’s flood and storm control department.
In Cambodia, officials said low pressure from the typhoon caused heavy rains, swelling the Mekong river with floods sweeping across several provinces.
At least 12 people, including six children under six years old, have died in the deluge, said Keo Vy of the National Disaster Management Committee.
Typhoon Usagi killed at least two people in the Philippines and some 25 people in southern China as it swept across the region over the weekend.
Strong winds and torrential rain lashed the Chinese coast after making landfall in Guangdong province northeast of Hong Kong on Sunday evening.
As the typhoon bore down on Hong Kong, operators shut down one of the world’s busiest sea ports and nearly 450 flights were either cancelled or delayed on Sunday.
At least 18 further deaths have been reported in the Philippines in monsoon rains worsened by the typhoon, which also unleashed landslides and power outages across southern Taiwan at the weekend as it ploughed through the Luzon Strait with ferocious winds and heavy downpours.
Some 7,000 houses were inundated and more than 5,000 hectares of crops have been damaged in Vietnam, officials said, although much of the water has since receded.
